Graduation Ceremony of the Government Leadership Program

During the Graduation Ceremony of the Government Leadership Program of the Institute of Public Administration of Jordan took place on March 7, 2024, the Deputy Prime Minister for Economic Affairs and Minister of State for Public Sector Modernization, Mr. Nasser Al-Shraideh, stated that the new human resources system, which will regulate the work of the public sector, will be approved soon. The evaluation of performance and the efficiency of the employee’s skills will constitute the only decisive factors

Furthermore, Mr. Al-Shraideh said that this Ceremony is an indicative example of other programs within the context of the Public Sector Modernization Roadmap and more examples will follow during this year. , The Ceremony was attended by the Minister of the Interior, Mazen Al-Faraya, the Head of the Public Service and Administration Commission, the Director of the Italian Agency for Development Cooperation, Roxane Weber, and the Italian Ambassador, Luciano Pezzotti,

Mr. Al Shraideh explained that the program, funded by the Italian government through the Italian Agency for Development Cooperation and implemented by the European Public Law Organization, is considered a new beginning. There will be further development in the near future in order to encsure the achievement of the requested objectives and ion order to create more leaders in Human Resources in the public sector

Moreover, Mr. Al- Shraideh underlined the importance of enhancing the performance in the public sector in order to ensure that the citizens will receive efficient services. He said that the effort of achieving the desired efficiency will be supported by all, and that this effort requires a different mentality at work. He acknowledged that the Institute of Public Administration of Jordan has demonstrated apparent progress in regard the main objective which is to enhance the capacities of the human resources in order adapt efficiently with the global changes in various sectors

He stated out that the will be a fundamental reformulation of the middle management which constitutes the backbone of public service affecting  many of its current standards and prerequisites

The Director General of the Institute of Public Administration, H. E.  Eng. Siham Al-Khawaldeh, said that the launch of the Government Leadership Program aims to improve the performance of human resources in the civil service, which is considered one of the most important axes of administrative reform. The Program also aims to prepare and qualify leaders, enriching them with  leadership capabilities in the public sector, in order to support the selection system of government leaders according to merit and competitive standards, transparency, and governance.

H.E., the Director General, added that 25 out of the 256 applicants underwent the stages of testing and evaluation, with high-level selection criteria which ensured the efficiency and quality of the Program’s inputs. She noted that the Training Program included, in its three stages, a number of topics that are consistent with the Public Sector Modernization Roadmap.She also stressed that theInstitute of Public Administration aspires to institutionalize work in the public sector and its governance and achieve sustainability and quality while at the same time creating a competitive advantage in improving government services by encouraging creativity, innovation, and excellence. This is the broad objective undertaken by the Institute within the context of its strategic plan.

The Chairman of the Civil Service and Public Administration Commission and  Head of the Steering Committee of the Institute of Public Administration, Mr. Sameh Al-Nasser, said that the human resources axe constitutes a priority for the  Public Sector Modernization Roadmap, and that many projects have been developed in order to institutionalize the process of attracting middle and advanced administrative competencies and leaders and constantly develop their capabilities.

Mr. Al-Nasser stressed the importance of the Program, which is a model that he is proud of and is implemented through the vision of administrative modernization. This indicates the necessity of working in a joint effort to carry out tangible administrative reform that is reflected in the level of services provided to citizens.

He stated that the program is being taken seriously, with its next stages being developed and striving to impact change. This indicates that the Service Commission will work firmly to achieve the Royal vision and to realize citizens' hopes.

The  Italian Ambassador Luciano Pezzotti pointed to the program's importance, its outcomes, and the ability of graduates to serve the nation with the highest standards, expressing the Italian government’s happiness with the level of participants in the third phase, which included international training.
