Amman, Sept. 20 (Petra) - Hiba al-Isis - Deputy Prime Minister for Economic Affairs and Minister of State for Public Sector Modernization, Naser al-Shraideh, sponsored on Wednesday the launch of the government leadership qualification program that is run by the Government Leadership Center of the Institute of Public Administration.
During his patronage of the ceremony, Al-Shraideh said that the middle administration is the heart of the state's public administration to achieve advanced and distinguished performance in the development and enhancement of the productivity of the public servants.
He pointed out that the map of modernizing the public sector has main pillars: institutional development, improving services, and modernizing the legislative system for the public sector, so that it can keep pace with developments and face current and future challenges.
Al-Shraideh stressed that the human resource is the main tool for institutional development and receives great attention in the public sector modernization map. A new human resources strategy is being prepared and will be launched soon, in addition to drawing the path of developing public sector employees in the next five years as part of an executive plan to be launched early next week.
Referring to the role of the Institute of Public Administration in this area, as it witnessed a development in the infrastructure and a provision of tools and facilities and a development in its content and the quality of its programs, stressing that the Institute will be a key partner to implement the roadmap of the public sector modernization.
Al-Shraideh also pointed to the role of the Public Sector Modernization Program Management and Implementation Unit in the Prime Minister's Office in implementing the public sector modernization map, explaining that it works according to a clear program and certain initiatives in specific timetables.
He added that administrative modernization is an essential requirement and a lever for the political and economic aspects for stimulating growth and sustainable development through an enabling public sector which possesses the tools and provides a work environment that stimulates production and innovation.
The representative of the Italian Ambassador Emilio Verleone said that this program is part of a project to support the Institute of Public Administration in Jordan and is funded by the Italian Government through the Italian Agency and is implemented by the European Organization of Public Law.
He pointed out that the program is a key activity in the public sector modernization roadmap, and aims to find reform-minded leaders who will lead the implementation of public sector reform in line with the vision of His Majesty King Abdullah II in the context of the program, where 26 government leaders (selected through a highly competitive process) will receive high-quality training for 4 months in topics such as leadership, policy planning, organizational culture development and change management.
Verleone noted that the Government of Italy considers the leadership program a key milestone in the public sector modernization roadmap, expressing their pride in being partners in this important initiative.
The President of the Civil Service Bureau and Chairman of the Steering Committee of the Institute of Public Administration, Sameh Al-Nasser, said that the human resources pillars focus is one of the priorities of the projects and plans of the public sector modernization map which framed and approved many projects to institutionalize the process of attracting competencies and middle and top management leaders and developing their capabilities continuously.
Al-Nasser pointed out that the pilot launch of the government leadership qualification program, which came with the support of the Italian government and the Italian Agency for Development Cooperation, is at the forefront of these projects, which frame the efforts to qualify government leaders, direct them towards achieving the goals, and promote the development of the system for selecting and promoting executive leaders to serve succession programs, in accordance with the criteria of entitlement, competitiveness, transparency and governance, taking into account the criterion of gender and persons with disabilities.
Roxanne Weber, Director of the Italian Agency for Development Cooperation (AECD), expressed her pleasure in supporting the "Qualifying Government Leaders" project, which is part of the public sector modernization plan, which targets future leaders and promotes Italian cooperation.
she said that this aims to maintain Jordan's public sector modernization roadmap, address challenges associated with corporate culture and reforms and create a culture of achievement that fosters long-term growth.
Weber pointed out that the objectives of the project are in line with the country's goal of strengthening institutional performance in accordance with the "Public Sector Modernization Roadmap", referring to the program to enhance the capabilities of public sector employees, the first phase of which was launched early this year.
She noted that it contributes to building the human resources capacity of the public administration, by providing three training programs for more than 1,500 employees in the public sector throughout the Kingdom, and through current projects that are being worked on within the project to support the Institute of Public Administration.
The Director General of the Institute, Eng. Siham Al-Khawaldeh, said that improving the performance of human resources in the civil service is one of the most important pillars of administrative reform, as the absence of human resources commensurate in terms of size and competencies with actual needs significantly affects the government's ability to assume its current and future responsibilities efficiently and effectively.
She pointed out that during his visit to the Institute of Public Administration, his Highness Prince Al Hussein bin Abdullah II stressed that Jordan has distinguished itself through its human capital, and that upgrading the performance of this resource and developing it requires serious rehabilitation and belief in collective work, and reviewing the mechanisms used in training and rehabilitation programs, implement advanced programs to raise the efficiency of the public sector administrative apparatus, enable workers to provide quality services to citizens, away from unjustified bureaucratic frameworks, and employ technology and digitization in the provision of services and the completion of transactions.
She pointed to the affirmation of His Royal Highness Crown Prince Al Hussein bin Abdullah II, during his visit to the Institute of Public Administration, that Jordan has been distinguished through the years by its human capital, and that upgrading and developing the performance of this resource requires seriousness in qualification and belief in teamwork. reconsidering the mechanisms used in training and qualification programs, implementing advanced programs to raise the efficiency of the administrative apparatus in the public sector, enabling employees to provide quality services to citizens, away from unjustified bureaucratic frameworks, and employing technology and digitization in providing services and completion of transactions.
She said that what distinguishes the program is that it came in implementation of one of the initiatives of the Public Sector Modernization Roadmap, and the result of tireless work of research, studies, effective meetings and access to best practices, pointing out that the most important thing is to integrate all the new concepts included in the public sector modernization roadmap to graduate models of government leaders.
The program is part of the Institute's role in building and empowering human resources in the public sector, at all levels.
It is noteworthy that the program targets 35 government departments, in several sectors: transport, finance, resources, health, infrastructure, manpower, and economy, through a steering committee and a technical committee within the principle of governance, where 26 participants were selected out of 256 applicants.
The program consists of 3 phases, the first and second with 162 training hours, and the third is an international training for four months, where the first phase focuses on corporate culture, innovative leadership, and policy making, while the second phase focuses on digital transformation, change management, and project design.
